Between flat cancellation minimums, 25% vs 50% percentage deductions, clerkage charges for RAC/waitlisted tickets, and 5% GST on AC travel, calculating what you will actually get back can feel overwhelming.

1. Confirmed Ticket Cancellation Slabs (The Golden Rules)
If you hold a confirmed general quota ticket, the cancellation deduction depends purely on the time remaining before the scheduled departure of the train from its originating station:

More than 48 hours before scheduled departure: You pay only a flat administrative charge per passenger: ₹240 for 1AC/EC, ₹200 for 2AC/FC, ₹180 for 3AC/3E/CC, ₹120 for Sleeper (SL), and ₹60 for Second Sitting (2S).
•
Between 48 hours and 12 hours before departure: A deduction of 25% of the ticket fare is charged, subject to a minimum of the flat rate for your class.
•
Between 12 hours and 4 hours before departure (or chart preparation): A deduction of 50% of the ticket fare is charged, subject to the minimum flat rate.
•
Less than 4 hours before departure OR after chart preparation: ZERO refund is admissible on confirmed tickets. The entire fare is forfeited unless exceptional TDR conditions apply.
The 12-Hour Cliff

2. RAC and Waitlisted Tickets: Why You Only Lose ₹60
A common fear among travelers is that their RAC or Waitlisted ticket will be subject to the hefty 25% or 50% cancellation fee. Fortunately, Indian Railways rules protect unconfirmed passengers:
Regardless of when you booked or what class you chose, an RAC or Waitlisted ticket is never subject to percentage deductions. If cancelled at least 30 minutes before the scheduled departure of the train, only a flat clerkage fee of ₹60 per passenger is deducted (+ ₹3 GST on AC coaches, totaling ₹63).

Deadline: You must cancel online at least 30 minutes before scheduled departure.

Under 30 minutes: If cancelled inside 30 minutes or after train departure, no refund is granted.

Automatic Refund for Waitlists: If your entire e-ticket remains waitlisted after the reservation chart is finalized, you DO NOT need to cancel manually! IRCTC automatically drops the booking and credits the full fare minus ₹60 clerkage directly to your bank account.
3. The Tatkal & Premium Tatkal Trap: 0% Refund

Under normal circumstances, confirmed Tatkal and Premium Tatkal tickets carry 0% refund upon cancellation, whether you cancel 2 days in advance or 2 hours in advance.
Exceptions Where Tatkal Can Be Refunded
You can receive a 100% full refund on Tatkal tickets only under these specific situations:

Train Cancelled by Railways: 100% automatic refund for e-tickets.
•
Train Running Late by > 3 Hours: You can file an online TDR before actual departure and receive a full refund without deduction.
•
Train Diverted or Terminated Short: If your destination is skipped or route diverted and you do not travel, full refund is admissible via TDR.
•
Tatkal Waitlisted / RAC: Tatkal tickets that remain on RAC or Waitlist are treated like normal RAC/WL tickets — you can cancel them up to 30 minutes before departure for a refund minus clerkage.
4. How GST is Levied on Railway Cancellation Charges
Many travelers wonder why their deduction has an odd figure like ₹189 instead of ₹180. The reason is GST:
A 5% GST is levied by the Central Government on passenger rail travel in First Class and all Air-Conditioned coaches (1AC, 2AC, 3AC, 3E, CC, EC). Importantly, GST is charged on the cancellation or clerkage fee itself, not on your full ticket fare! Non-AC Sleeper and 2S classes are completely exempt from GST.
5. Partial Cancellation for Group Bookings
If you booked a ticket for 4 family members and only 1 person cannot travel, you do not need to cancel the entire ticket:
IRCTC allows partial cancellation. The total fare paid is divided by the total number of passengers to determine the individual passenger's fare portion. The cancellation deduction is calculated solely on the cancelled passenger's portion, and the remaining 3 passengers continue to travel on their confirmed seats with the original PNR.
6. Non-Refundable Extras to Keep in Mind
When you receive your refund credit in your bank account, it might be ₹20 to ₹40 less than the railway fare calculation. This is because:

IRCTC Convenience Fee: ₹15 (+GST) for non-AC and ₹30 (+GST) for AC classes is charged by IRCTC for the booking service and is strictly non-refundable.

Payment Gateway Charges: Bank transaction charges (usually 1% to 2%) charged during payment are retained by payment processors.
•
Travel Insurance Premium: If you opted for the ₹0.45 per passenger travel insurance, this amount is non-refundable.
